The Ryan White HIV/AIDS Program
20 Years of Leadership, A Legacy of Care
This progress report celebrates the legacy of the first responders to the AIDS epidemic, the 1990 passage of the first Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, and the creation of and progress made by the Health Resources and Services HIV/AIDS Bureau. It presents the history of the CARE Act, now renamed Ryan White HIV/AIDS Treatment Extension Act, and its components, case studies illustrating the pursuit of excellence throughout the years, successes, and the challenges to come. The report includes the FY08 Ryan White HIV/AIDS Program Data Summary tables, figures, and references.

Ryan White Part C Programs are required to cap charges to patients based on income. I developed a simple excel spreadsheet which can be used for that purpose. It is designed to allow you to input the current federal poverty guidelines and to choose your State. The user then enters the patients family size and annual income. The cap is then calculated. The current upload is for 2009. The federal poverty guidelines are posted every year here and can be used to update the spreadsheet. The 2010 rates will be available March 1, 2010. Upon further review of the Ryan White law it has been determined that family size should not be included in the calculation for caps on charges. A second spreadsheet is included that limits the calculation just to the individual.
On Friday evening December 4, 2009 President Obama’s Office of National AIDS Policy hosted a Community Discussion on HIV/AIDS in the Alumni Auditorium of Columbia University. Jeffrey Crowley, ONAP Director served as host and Rosie Perez, Actor and long time HIV/AIDS advocate moderated. While there were some brief introductions and comments by local politicians (Congressman Eliot Engel and City Council Speaker Christine Quinn), the event primarily permitted a steady stream of 90 second statements from anyone attending who choose to wait in two lines to open microphones. I think it went on for about 3 hours.
So how do you insure that all are heard. You have Rosie Perez moderate. She advised the group early on that comments would be limited to 90 seconds and she would gently but firmly enforce that limit. And she did. And everyone complied. You go Rosie! If you think all she can do is act, forget about.

This session is for those grantees with little or no experience in billing third-party payors and for those that are experienced and looking for enhancements. The session will focus on starting or contracting for a
third-party billing system, the importance of the fee schedule and eligibility verification. The discussion will also include how program income is restricted and how it may be expended. Cost-based reimbursement will be discussed including negotiating with third-party insurers and federally qualified health centers (FQHC).

In 2005, the NYC EMA Planning Council created a task force to develop a priority setting tool. After a thorough review of the published literature, the task force chose to use the grid analysis to assess the service portfolio. This workshop will discuss how the task force was able to provide specific recommendations on funding, service elements, and guidance within service categories based on the results of this analysis.
